The European Union is to offer a modest €15bn a year to help poor countries cope with the effects of climate change, setting the stage for a fight ahead of an international conference in Copenhagen in December.
The commission proposal, due to be published Thursday, presages a showdown between developing nations, led by China and India, and developed ones as negotiations heat up ahead of the Copenhagen meeting.
The two sides have traded recriminations in recent months over the central question of how much money wealthier countries should contribute to poorer ones to help them adapt to and limit global warming.
